Hierarchy of Controls

Per Safe Work Australia — controls must be considered in order. PPE is the last resort, not the primary control. (WHS Act s.17 / OHS Act s.20)

    Substitute — Replace the hazard with something less dangerous.

    Isolate — Separate the hazard from people by distance, barriers, enclosures.

    Engineering controls — Physical control measures such as guarding, interlocks, or ventilation.

    Administrative controls — Procedures, SWMS, permits, training, signage, supervision.

    PPE — Personal protective equipment. Last resort; supplements higher-order controls only.

All workers performing the task must acknowledge they have read, understood, and will comply with this JHA. Required under WHS Act s.47–s.49 worker consultation obligations.
